Eurasian Bank informs its customers about the refund mechanism in effect in the Republic of Kazakhstan for funds frozen during transactions suspected of fraud.
Amendments to the legislation, developed with the participation of the National Bank of the Republic of Kazakhstan, entered into force on 31 August 2025 and are aimed at increasing the level of customer protection and simplifying the refund procedure.
Refund procedure
In case of suspension of a transaction due to the detection of signs of fraud, the refund is performed on the basis of an official notification from the criminal prosecution authorities.
To do this, the client needs to:
- contact law enforcement agencies
- initiate verification of the transaction
- wait for the transaction to be recognized as fraudulent.
The notification sent to the Bank is subject to mandatory authorization by the prosecutor’s office and is the basis for a refund.
Terms and conditions
Upon receipt of the relevant notification, the recipient’s bank refunds the funds:
- not later than the next business day
- within the amount actually blocked as part of the transaction
If there are no funds in the recipient’s account at the time of blocking, the refund is performed in court.
Anti-fraud infrastructure
The key role in countering financial fraud is played by the National Bank’s Anti-Fraud Center, a single technological platform that provides rapid data exchange between financial market participants and allows timely detection and blocking of suspicious transactions.
The Agency for Regulation and Development of the Financial Market monitors compliance by financial organizations with the established requirements.
